Critical Time Intervention (CTI) is a time-limited, evidence-based practice that mobilizes support for society’s most vulnerable individuals during transition. It facilitates community integration and continuity of care by ensuring a person has enduring ties to their community and support systems during these critical periods. CTI has been applied to veterans, people with mental illness, people who have been homeless or in prison, and many other groups. The model has been widely used on four continents.
We utilize the model in helping people transition from homelessness to housed. We also help people to find employment. Funding requires Medicaid enrollment, and clients must meet the following criteria as well: 1. Must be disabled, 2. Must have been homeless for 12 consecutive months or have 3 episodes totaling 12 months in the past 4 years and will need to get a Coordinated Entry assessment.


Develop a trusting relationship with the client and help to overcome barriers to housing and employment. Once a lease is signed, clients move into Phase 1.
Provide support & begin to connect clients to people and agencies that will assume the primary role of support.
Monitor and strengthen support network and client’s skills.
Terminate CTI services with a support network safely in place.

UPDATE.: We welcomed Virgil and Kerry to the team in November (new team photo pending) and we said goodbye and best wishes to Heather in October. We are very sad to say goodbye to one of the partners, Christina Turner, who is leaving us on November 15, 2025. She will be working with her husband on building their other business and she will also be devoting more time to her family.

CTI has helped individuals and families in our community get the resources that they need to thrive. From helping clients find emergency assistance to advocacy and support during legal proceedings, we are proud of the impact we have made. But there is still much work to be done, and we are committed to continuing our efforts to overcome the barriers that prevent fair and equitable employment and housing.

We believe in creating lasting change through compassion and dedicated service. In May 2024, CTI was awarded the Community Impact Award from the Washington Center for Women in Business. It was such an honor to accept this award from our community. We are passionate and determined to continue to spread advocacy and support across Tacoma and Pierce County.

Our mission is to help the unhoused community overcome barriers to employment and housing. We are committed and determined to help others navigate the complex system. Together, we will make this happen because housing is a human right.
